Mark is a Chartered Civil Engineer, registered with the Institution of Civil Engineers and the UK Engineering Council who spent 20 years working as contractor, government construction client and commercial advisor on major construction projects across Europe, the Middle East and North America.

With a focus on social infrastructure and innovative contracting models including P3/PPP and Alliance Contracting / ECI, Mark also has solid experience of the procurement and delivery of power and utility, mining, civil and transportation projects across the full range of project delivery methods. This breadth of jurisdictional, contractual and sectoral experience enables Mark to very quickly identify opportunities for construction project owners to transfer or mitigate key risks to project success, at the organizational, program and project level.

Prior to establishing Capex Project Advisory, Mark advised clients across Canada over four years as Senior Manager with KPMG Global Infrastructure Advisory, building on his experience helping deliver a multi-billion dollar program of diverse infrastructure projects with the Abu Dhabi Government strategic investment vehicle, the Mubadala Development Company, and a further eight years with the UK division of the world's largest construction contractor, Vinci Construction, where he was most recently Project Manager on a very successful $500m P3/PPP hospital project. Mark is currently acting as Chief Project Officer for a number of major capital projects across the Lower Mainland of British Columbia.

Arshad has over 16 years of experience in planning, delivering and advising on major public and private sector infrastructure projects as a designer, contractor, project management professional and management consultant.

Prior to joining CAPEX, Arshad was a Director in PwC’s Capital Projects & Infrastructure practice where he provided capital planning, program and project delivery, operation readiness and operation improvement advisory services to builders and owners of capital projects, across a diverse range of sector which included various levels of the government, engineering & construction, mining, oil & gas, real estate, power generation, and transmission & distribution.

The knowledge and experience that Arshad leverages is based on strong civil engineering and project management academic background from Cornell University, New York, a very successful career running his own Design-Build and Project & Construction Management practice at Capstone Projects, and working for world-class companies including Skanska and HDR Engineering, where he planned and delivered billions of dollars of design-bid-build and design-build multi-modal transportation (roads / highways, bridges, transit centers, aviation) and water projects.

His work includes projects in Canada, US, Mexico and India.
